Indian Railway Refund Rules

Travelling through Indian Railway System has never been hassle free. There are certain queries which the rail passengers always have with them. One of the most common rail queries is about train ticket cancellation & its Refund Rules. There have been many changes in the IRCTC Refund Rules since past. On 12 November 2015, there have been certain amendments to the Refund Rules and TDR Filing. A passenger who has concerns with the train ticket cancellation must know about these refund rules.

Refund on Cancellation:- (i and e-ticket)

Refund Rules:- (i-ticket & e-tickets)

Reservation Failed Transaction:- (i-ticket & e-tickets)

If the amount gets debited from the customer’s account and train train ticket is not issued, IRCTC will refund the entire amount including service charges through internet (amount will be credited to the credit card or debit card used for the transaction) but the bank or card charges levied on the transaction can be forfeited. Although IRCTC's payment reconciliation team works each day, they do not provide any guarantee for the accuracy or timeliness of the fare refunds for the customers. The lateness of the fare reaching the customer’s account is on account of the multiplicity of several organizations which are deeply involved in the process of online transactions.

Refund on cancellation:- (i and e-ticket)

The e-tickets will be cancelled through the internet and refund will be transacted to the customer’s account from which transaction took place earlier, after the deduction of applicable charges. In case of i-tickets, the train ticket will be cancelled at the platform reservation counter and after that, an online application will be submitted. The refund will be credited to the bank account from which the transaction took place earlier. In case of e-tickets, the train ticket will be cancelled online or online train Ticket Deposit Receipt (TDR) will be filed to obtain the refund, that too within the time limits prescribed under the rules for fare refund.

All refund will be processed as per Current Railway Refund Rules:

1. Cancellation Charges for Confirmed Tickets:-

The amount deducted on the train ticket cancellation is based on the time of cancellation and the status of your train ticket. Comprehensive explanations are given below:-

  • If the train ticket is provided for cancellation more than 2 days in advance of the departure of the train, a min. per passenger charges for the cancellation will be deducted at flat rates:-

  • If the train ticket is provided for cancellation between 2 days and up to 12 hours prior the departure of the train 25% of fare amount subject the min of the cancellation charges referred to in clause 1(a) service tax extra applicable for all AC Classes
  • If the train ticket is provided for cancellation within 12 hours prior the departure time of the train and upto four hours prior the departure time of the train irrespective of distance 50% of fare amount subject to a min. of the cancellation charge referred clause 1(a) service tax extra applicable for all AC Classes
  • No fare refund will be permissible on the train tickets which have confirmed reservation in case train ticket isn’t cancelled or TDR not filed online up to 4 hours prior the departure time of the train
  • No fare refund will be permissible on RAC e-tickets in case the train ticket is not cancelled or TDR not filed online up to 30 minutes prior the departure time of the train.

2. Cancellation Charges for RAC or Waitlisted Tickets:-

  • In case of e-tickets, the ticket will be cancelled online or online TDR will be filed in order to obtain refund. The cancellation will be done within the time limits prescribed under the rules for refund.
  • Where an RAC train ticket or wait-listed train ticket is provided for cancellation, the refund will be made after deducting the clerkage. If the train ticket is presented for cancellation up to 30 minutes prior the departure time of the train irrespective of the distance.

    Clerkage Charge:-

    Upto 30 minutes prior the departure time of the train irrespective of the distance Rs. 60 per passenger service tax extra will be applicable for all AC Classes
  • No refund will be permissible on RAC train ticket or wait-listed train ticket after 30 minutes prior the departure time of the train.
  • When confirmed or CNF reservation status for the train ticket has been provided to RAC or wait-listed passengers at any point upto final preparation of reservation chart, such train tickets will be considered as a confirmed train ticket and cancellation charges will be applicable according to clause 1 (Cancellation Charges for Confirmed Tickets):-

3. Cancellation Charges for Partially Confirmed Tickets

  • In case of e-tickets, the tickets shall be cancelled online or TDR will be filed online for fare refund within the prescribed time limits under the rules to obtain refund.
  • In case of a family E-ticket issued for the journey of more than one passenger, some passengers have confirmed berth or seat and others are on RAC or waiting list, full refund of ticket fare will be permissible for confirmed passengers, less clerkage. Also subject to the situation that the train ticket will be cancelled online or online TDR will be filed for all the passengers up to 30 mins prior the departure time of the train.
  • In case, when a family E-ticket issued for the journey of more than one passenger, while some passengers have confirmed berth or seat and others are on waiting list or RAC, then in this situation of passengers of RAC or waiting list not travelling, a certificate will be obtained from the railway staff on the train and fare refund will be processed online through TDR, indicating the information of the certificate issued by railway staff and the online TDR will be filed upto 3 days of actual arrival time of the train at passenger's destination station and the original certificate issued by the railway staff will be delivered through post to Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.

4. Full Waitlist train ticket :-

  • In case of wait-listed e-tickets, the ticket on which all the passengers are on waitlist even after the preparation of train chart, names of all such passengers booked on that PNR will be dropped from the train chart and refund will be credited to the account after deducting clerkage from which the transaction took place earlier.
  • In case of wait-list i-ticket, the train tickets can be cancelled at the computerised PRS counter up to 30 minutes prior the departure time of the train irrespective of the distance. No refund of fare will be permissible on RAC or wait-listed train ticket after 30 minutes prior the departure time of the train.

5. Cancellation of Train:-

  • e-tickets :-

    In the situation of train cancellation, complete refund on confirmed or RAC e-tickets will be automatically credited to the customer’s account from which transaction process took place and online cancellation or filing of TDR will not be required in this situation.
  • In case of wait-list i-ticket, such tickets can be cancelled at the computerised Passenger Reservation System(PRS) counter up to thirty minutes before the scheduled departure of the train irrespective of the distance. No refund of fare shall be granted on RAC or wait-listed ticket after thirty minutes before the scheduled departure of the train.
  • i-tickets :-

    In case of i-ticket, such tickets can be cancelled upto 3 days after the departure time of train at any passenger reservation counter (computerised).

    Note: Train Diverted – Please refer clause 14(9),14(10),14(11)

    TDR will be filed upto 3 days of departure time of the train at passenger’s boarding station.

6. Train Running more than 3 hours Late and passenger did not travelled:-

No cancellation charges or clerkage charges will be imposed and complete fare will be refunded to all the passengers holding reserved, RAC and wait-listed train tickets, if the journey is not undertaken due to the train running late by more than 3 hours of the departure time of the train from the railway station commencing journey subject to the condition that

  • In case of e-ticket, TDR will be filed online prior the actual departure of the train for obtaining complete refund.
  • In case of i-ticket, the train ticket surrendered upto the actual departure time of the train.
  • In case if the train ticket is cancelled or surrendered or if the request for refund of fare is filed online after the actual departure time of train. No refund will be permissible.

7. Cancellation of tickets when railway administration is unable to provide accommodation:-

When railway administration staff is unable to provide seat or berth to the passengers holding reserved tickets for any reason, no cancellation charges will be imposed and complete refund will be granted to them if such tickets are surrendered for refund within 3 hours from the actual departure time of the train. Provided that, when the train is cancelled due to unforeseen situations such as rail accident, breach or flood, the train ticket is surrendered within 72 hours excluding the scheduled day of departure of the train.

8. Refund on partially used tickets:-

  • When a passenger terminates the journey enroute, a Ticket deposit receipt or TDR will be issued to the passenger by the station master of that railway station in return of surrendered ticket. The original certificate issued by railway staff will be delivered through post to Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.
  • In case of i-ticket, TDR will be filed only upto 72 hours after the departure time of the train.
  • In case of e-ticket, TDR will be issued online upto 3 days after the departure time of the train.
  • Ticket Deposit Receipt or TDR will be issued to the passenger and the passenger might apply for fare refund within 10 days from the actual date of beginning of train journey.

9. Refund of train fare on failure to provide AC facility in air-conditioned coaches:-

Where the air-conditioning facility could not be provided for a portion of journey, refund on tickets issued for air-conditioned coaches shall be granted for such portion on the following basis namely

  • When the ac facility is not furnished for a part of train journey, fare refund on tickets issued for ac coaches will be provided for the part on the following basis namely
  • If the train ticket is for ac first class coach, the difference between the ac first class fare and first class fare;
  • If the train ticket is for ac II-tier or ac III-tier class, the difference between ac II-tier or ac III-tier class fare and sleeper class fare;
  • If the train ticket is for ac chair car (CC), the difference between ac chair car (CC) fare and second class fare;
  • If the train ticket is for executive class (EC), the difference between the executive class fare and first class fare.

In case of e-ticket, TDR will be filed online up to 2 days of actual arrival of the train at the destination station of passenger and the original certificate (GC/EFT) issued by the railway staff (TTE) at the time of journey is to be send through post to following address: Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.

In case of i-ticket, the original certificate (GC/EFT) issued by the railway staff (TTE) at the time of journey is to be send through post to following address: Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055

Fare refund shall be initiated through TDR request only after receiving the original certificate. IRCTC will forward the claim to concerned Railway Zone under whose jurisdiction the train destination falls. After receipt of the fare refund from the concerned Railway Zone, refund amount will be credited back to same bank account or card of passenger through which the transaction was made earlier.

10. Refund of fare when passenger is made to travel in lower classes for want of accommodation:-

If the passenger holding a ticket of a higher class is made to travel in a lower class for want of accommodation in the class for which the train ticket was issued, fare refund of the difference between the fare paid and the fare payable for the class of travel in which it is actually used.

In case of e-ticket, TDR will be filed online within 48 hours of the date of issue of the certificate (excluding the issue day of the certificate) and the original certificate (GC/EFT) issued by the railway staff (TTE) at the time of journey is to be delivered through post to following address: Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.

In case of i-ticket, the original certificate (GC/EFT) issued by the railway staff (TTE) at the time of train journey is to be delivered through post to following address: Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.

Fare refund will be initiated through TDR only after receiving the original certificate (GC/EFT) issued by railway staff. IRCTC will forward the claim to concerned Railway Zone under whose jurisdiction the train destination falls. After receipt of the fare refund from the concerned Railway Zone, refund amount will be credited back to same bank account or card of passenger through which the transaction was made earlier.

11. TATKAL Tickets:-

  • No fare refund will be permissible on confirmed Tatkal Tickets.
  • Grant of fare refund for unused Cancellation Charges for Waitlisted or RAC Tickets as per clause Two "Cancellation Charges for RAC or Waitlisted Tickets"
  • In case of family tatkal ticket issued for the journey for more than one passenger, while some passengers have confirmed seats or berths and others are on waiting list, complete refund of fare will be permissible for confirmed passengers, less clerkage. Also subject to the condition that complete tatkal train ticket is surrendered for cancellation up to 30 mins prior the departure time of the train.
  • Grant of fare refund in case of not beginning or missing of train journey due to train running late will be under clause 6 "Train Running More than Three hours Late and passenger not travelled".
  • Cancellation of train tickets when Railway administration is unable to provide accommodation will come under clause 7" Cancellation of tickets where railway administration is unable to provide accommodation".
  • Fare refund on tatkal tickets when passengers are made to travel in lower classes of trains for want of accommodation will come under clause 10 "Refund of fare when passenger are made to travel in lower classes for want of accommodation" and the fare refund of difference between tatkal charges will also be provided, if any.

Note: When confirmed seat or berth has been provided to the passenger holding RAC or Waitlisted train ticket at any point upto final preparation of railway charts, such train tickets will be considered as confirmed or partially confirmed train tickets and cancellation charges will be levied as applicable to confirmed or partially confirmed train tickets.

12. Train ticket booked in Premium Special Trains

Cancellation of confirmed or RAC train ticket booked in Premium Special Trains will not be allowed. However, train tickets can be cancelled only if the concerned train is cancelled. Fare refund will be provided by PRS as per the current Railway Refund Rules.

13. CANCELLATION OF E-TICKETS

  • E-tickets can be cancelled online till the final preparation of reservation charts and refund will be granted by PRS system as per current Railway Refund Rules.
  • After preparation of reservation charts, the passengers will have to file TDR online for claiming fare refund. TDR can be filed by the same passenger who booked the train ticket. After receipt of the refund amount from Indian Railway, the amount will be credited in the same bank account or card through which transaction was made earlier.
  • No refund shall be provided on E-tickets which are partially confirmed against which no passenger has undertaken the journey, if TDR is filed after 30 mins prior the departure time of the train.
  • No refund will be offered on partially RAC or waitlisted train ticket against which no passenger has undertaken the journey, if TDR is filed after 30 minutes prior the departure time of the train.
  • No refund will be provided in case of the train running more than 3 hours late if TDR is filed with the above mentioned reason after actual departure of the train.
  • In case of family E-ticket issued for the journey of more than one passenger, while some passengers have confirmed seats or berths and others are on the waitlist or RAC, then in such case of passengers of RAC or waitlist not travelling, a certificate will be obtained from the railway staff to that effect and fare refund will be initiated online through TDR, indicating the information of the certificate issued by railway staff and the online TDR will be filed upto 3 days of actual arrival of the train at passenger's destination station and the original certificate issued by railway staff (TTE) will be delivered through post to this address: Group General Manager/IT, Indian Railway Catering and Tourism Corporation Ltd., Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi – 110055.
  • The situations in which TDR is filed are concluded by the concerned Railway Zone under whose jurisdiction the train destination falls. After receipt of the fare refund amount from the concerned Railway Zone, refund amount will be credited back to same bank account or card through which payment was made earlier.
  • If customer is unable to cancel the ticket through the IRCTC website prior the preparation of reservation chart, customers are required to send a mail through their registered email id to etickets@irctc.co.in.

14. E-ticket TDR Refund eligibility as per Extant Railway Refund Rules:-

Kindly note that the conclusion about the acceptance or rejection regarding the refund amount will be taken by the concerned Railway Zone as per current Refund rules of Indian Railways and not by IRCTC.

TTE Charging Excess fare for Ticket. In this case TDR will be filed upto 3 days of actual arrival of the concerned train at passenger’s destination station & the original certificate issued by the railway staff is to be sent to IRCTC on the given address.
Passenger Travelled Partially In this situation TDR will be filed upto 3 days of actual arrival of the train at passenger’s destination station and the original certificate issued by the railway staff is to be delivered through post to IRCTC.
Passenger Not Travelled. In the given condition, No refund of fare will be permissible on the train ticket having confirmed seat or berth in case train ticket isn’t cancelled or TDR is not filed online up to 4 hours prior the departure time of the train. No fare refund will be permissible on RAC e-tickets in case the train ticket is not cancelled or TDR not filed online up to 30 minutes prior the departure time of the train.
Train Diverted And Passenger Not Travelled. TDR request will be filed upto 3 days of departure time of the train at passenger Boarding railway station.
Train Diverted And Train Not Touching Boarding Station In such case, TDR will be filed upto 3 days of departure time of the train at passenger Boarding railway station.
Train Diverted And Train Not Touching Destination Station In this situation, TDR request shall be filed upto 3 days of departure time of the train at passenger Boarding railway station.
Passenger Not Travelled Due To train ticket In RAC After Chart Preparation. In this given situation, No fare refund will be granted on RAC e-tickets in case TDR is not filed online or train ticket is not cancelled up to 30 mins prior the departure time of the concerned train
Train Terminated Short Of Destination. In such conditions, TDR request will be filed upto 3 days of arrival time of the train at passenger’s destination station and the original certificate (GC/EFT) issued by railway staff is to be delivered through post to IRCTC.
Passengers Partially Confirmed or Waitlisted and Waitlisted Passenger Not Travel. In this case, TDR will be filed upto 3 days of the train’s arrival time at passenger’s destination station and the original certificate (GC/EFT) issued by railway staff is to be delivered through post to IRCTC.
Passengers Partially Confirmed or Waitlisted and All Passengers Did Not Travel. No fare refund will be granted on Reserved or Waitlisted or RAC train ticket if TDR filed after 30 mins prior departure time of the train.
Passenger cannot Cancel Ticket because Chart Prepared At Source Station Or Previous Remote Location. No fare refund will be permissible on the train ticket having confirmed seat or berth in situation train ticket is not cancelled or TDR not filed online up to 4 hours prior the departure time of the train. No fare refund will be permissible on RAC e-tickets in case the train ticket is not cancelled or TDR not filed online up to 30 mins prior the departure time of the train
Change In Reservation Status From Confirmed To Waitlisted or RAC After Chart Preparation. No fare refund will be provided on RAC train ticket or waitlisted train ticket after 30 minutes prior the departure time of the train
No Room Provided After Chart Preparation TDR will be filed within 3 hours of actual departure of the train at passengers Boarding railway station
Difference Of Fare Amount As Passenger Travelled In Lower Class. TDR will be filed within 24 hours of the issue date of the certificate (which excludes the day of issue of the certificate) and the original certificate (GC/EFT) issued by the railway staff is to be delivered through post to IRCTC.

15. CANCELLATION OF I-TICKETS

  • The I-tickets cannot be cancelled online.
  • In case, no facility of cancellation of RAC train ticket or wait-listed train ticket is provided at the source railway station of the journey for night trains leaving between 9.00 pm and 6.00 am (actual departure time), the fare refund will be permissible at the railway station within the first 2 hours after reservation office gets open.
  • In remote and hilly areas, as recognised by the Railway Zone, with the prior approval of the General Manager (GM) and printed in the train time table, for night trains leaving between 7.00 pm and 6.00 am (actual departure time), the refund will be permissible at the railway station within first 2 hours after the after reservation office or booking office gets open. In case, if there is no booking office or reservation counter available on that railway station.
  • No fare refund in cash is provided at the PRS counter. IRCTC will credit the fare refund amount in the same bank account or card through which transaction was made earlier.
  • In case TDR has to be filed for obtaining refund, it will be availed from the concerned Station.
  • Prefer the claim for fare refund to the below mentioned address attaching the original copy of the TDR or Ticket Deposit Receipt and other mandatory certificates, documents etc.
  • The case in which TDR is filed are concluded by the Railway Zone under whose jurisdiction the train destination falls. After receipt of the fare refund amount from the concerned Railway Zone, fare refund will be credited back to same bank account or card through which transaction was made earlier.

16. TDR Filing for Agent:-

It is worth noting that IRCTC’s agents can’t file TDR online. They have to send an email to IRCTC for filing TDR. Customers who want to claim a refund against the train tickets bought through the agents must approach the authorised agent for filing their TDR. The passengers should keep in mind that Indian Railways concludes refund cases as per their current Refund Rules. Apart from the rules TDR is filed within the prescribed time limits.

When the authorised agents receive such requests from the passengers, they must send an email to IRCTC on their official email id including following details within the prescribed time limit. TDR request received by IRCTC other than the nominated mail ids will not be entertained.

The authorised agent will avail the written request from the passenger for fare refund for record purposes. It will be kept as a proof that the passenger has obtained claim for fare refund.
